FINDINGS_AND_RECOMMENDATIONS

ARTE MAREN

A Committee of Evidence was convened on Interested Party,
Arte Naren.

Arte is the senior partner of The Advisory, a WISE licensed
Category 'A' group. (Category 'A' is a license which authorizes
a company to deliver LRH Administrative Tehnology). The
Advisory was rapidly going insolvent. Arte was absent from The
Advisory in the previous two and one half months and refused'to
return from Flag® religious retreat despite the condition of The
Advisory.

There were also many reports of repeated violations of basic
LRH policy as well as copyright and trademark violations,
dishonest registration and financial irregularities within the
company.

The Committee met and interviewed the Interested Party
extensively.

FINDINGS

CRIMES:

1. CAUSING SEVERE AND DISREPUTABLE DISTURBANCES RESULTING IN
DISREPUTE.

Arte pleaded NOT GUILTY. The Committee finds him GUILTY.
This is based on the fact that The Advisory Cash/Bills have been
crossed for years.

By not handling The Advisory Arte has brought disrepute to
this group.

2. CONDONING THE SUPPRESSION OF THE WORD SCIENTOLOGYs IN ITS
USE OR PRACTICE.

Arte pleaded NOT GUILTY. The Committee finds him NOT GUILTY
due to lack of evidence.

3. CONDONING CIRCUMSTANCES OR OFFENSES CAPABLE OF BRINGING A
COURSE, SECTION, UNIT, DEPARTMENT, ORG, ZONE OR DIVISION TO
A STATE OF COLLAPSE.

Arte pleaded GUILTY. The Committee finds him GUILTY. The
Committee found that The Advisory is currently insolvent with
many key stats in a long term downtrend.

4. NEGLECT OF RESPONSIBILITIES RESULTING IN A CATASTROPHE
EVEN WHEN ANOTHER MANAGES TO AVERT THE FINAL CONSEQUENCES.

Arte pleaded GUILTY. The Committee finds him GUILTY. See
Crime #3 above.

5. COMMITTING A PROBLEM.

Arte pleaded GUILTY. The Committee found him GUILTY. The
Committee found that Arte had produced and issued a management
tape on

how to generate referrals. This tape contained LRH Management
Technology that was altered and was not submitted for Issue
Authority.

It was further found by the Committee that Arte had received
several ethics handlings and a justice action on many of the
issues already covered in this Comm Ev and continued to be
unhandled on these issues during this Comm Ev.

6. COMMITTING A SOLUTION WHICH BECOMES A PROBLEM.

Arte pleaded GUILTY. The Committee found him GUILTY. The
Committee found that Arte had formed a separate company called
The Corporate Advisory. The Corporate Advisory, was not a WISE
member. However, the Committee found that in three instances The
Corporate Advisory was in fact consulting clients on the use of
LRH Management Technology. These clients could and should have
been given to The Advisory. Additionally, Arte has not paid WISE
for the use of the technology as established in WISE standard
licensing agreements.

7. NEGLECT OR OMISSION IN SAFEGUARDING THE COPYRIGHTS,
REGISTERED MARKS, TRADEMARKS, REGISTERED NAMES OF SCIENTOLOGY.

Art pleaded NOT GUILTY. The Committee found him GUILTY. Arte
submitted to the Committee an Advisory Executive Directive
called "Delivery of Free Consulting to Clients NO FREE SERVICE"
as evidence that he was no longer giving away free consulting
hours. When the Committee asked if this issue had Issue
Authority, Arte stated that he wasn't sure. At the next
Committee hearing, Arte reported to the Committee that the issue
didn't need I/A. He had accepted a false report from the person
who had written this Advisory Issue. Arte is confused regarding
the applicable policy.

The Committee found that this issue uses ten specialized
Scientology, applied religious philosophy, terms and indeed
should have been submitted to WISE INT for I/A. Additionally, it
was a further outpoint to the Committee that an issue would be
written on the subject of free service when this subject is
fully covered in LRH policy.

8. ISSUING THE DATA OR INFORMATION OR INSTRUCTIONAL OR ADMIN
PROCEDURES WITHOUT CREDIT OR FALSELY ASSIGNING CREDIT FOR THEM
TO ANOTHER.

Arte pleaded GUILTY. The Committee found him GUILTY.
Evidence was submitted to the Committee of a list of
approximately 400 issues The Advisory had in its files,
available to all Advisory staff. From this list, the Committee
randomly selected thirty issues to review. Many of these issues
contained squirrel LRH data. Several were titled similar to LRH
issues, i.e., Neatness, More on Staff Meetings, Administrative
Lines Properly Established for the Professional Practice.

9. ISSUING ANY SCIENTOLOGY DATA UNDER ANOTHER NAME.

Arte pleaded NOT GUILTY. The Committee finds him GUILTY. The
Committee reviewed a transcript of the tape Arte made in May of
1989 titled ~Generating Referrals~. This tape contains squirrel
LRH data. The tape does not acknowledge LRH for being the source
of the data that Arte altered.

HIGH CRIMES:

1. IT IS FURTHER A HIGH CRIME FOR A STAFF MEMBER BOOKSTORE
OFFICER OR EXECUTIVE TO FAIL TO TAKE THE NECESSARY PRECAUTIONS
FOR THE PROTECTION AND CORRECT USE OF ORG BOOKSTOCKS.

Arte pleaded NOT GUILTY. The Committee finds him GUILTY.
Arte was presented with evidence that the HCO Book Account had
been used to cover payroll. The HCO Book Account was used for
three weeks and not fully repaid.

~No vages of any kind may be paid from the book account.~ -

2. FALSELY ATTRIBUTING OR FALSELY REPRESENTING ONESELF OR
OTHERS AS SOURCE OF SCIENTOLOGY OR DIANETICS® TECHNOLOGY; OR
USING ANY POSITION GAINED WITH STAFF AND/OR PUBLIC TO FALSELY
ATTRIBUTE NONSOURCE MATERIAL TO SOURCE OR TO FALSELY REPRESENT
NONSOURCE MATERIAL AS AUTHORIZED SCIENTOLOGY OR DIANETICS
TECHNOLOGY.

Arte pleaded NOT GUILTY. The Committee found him GUILTY.

The Committee was submitted evidence that on at least two
occasions Arte had sent untrained consultants to a doctor's
office. One of these consultants in particular did an in-depth
evaluation on the management of this doctor's office. This
person was representing The Advisory. She was not a trained
Hubbard® Consultant and the advice she gave was non-LRH. Arte
debited this doctor's account for the consultant's time.

There has been no evidence submitted to the committee that
any correction was done on this Advisory client.

3. VIOLATION OR NEGLECT OF ANY OF THE TEN POINTS OF KEEPING
SCIENTOLOGY WORKING.

Arte pleaded GUILTY. The Committee found him GUILTY.

A. Arte has only had a minimal amount of LRH Admin training
despite having been in Scientology for 26 years and on staff for
17 years. In that time he has only become a Staff Status II.
This is a violation of KSW point:

"1. Having the correct technology."

B. It was further found that The Advisory files, which were
available to all Advisory staff, contained two training manuals.
"The Art of Interviewing" and "Communications Guide" which are
not LRH and contain psych data. This is in violation of KSW
points:

"3. Knowing it is correct."...
"7. Hammering out of existence incorrect technology.
"8. Knocking out incorrect applications.
"9. Closing the door on any possibility of incorrect
technology.

C. See High Crime #2 above. These are violations of KSW
points:

"7. Hammering out of existence incorrect technology."
"8. Closing the door on any possibility of incorrect
technology."

D. During the Committee hearings, an on-site inspection
showed many basic LRH administrative procedures absent or
neglected. This is in violation of KSW point:

"5. Applying the technology."...

"Squirreling (going off into weird practices or altering
Scientology) only comes about froa noncomprehension. Usually the
noncomprehension is not of Scientology but some earlier contact
with an offbeat humanoid practice which in its turn was not
understood."

"When people can't get results from what they think is
standard practice, they can be counted upon to squirrel to some
degree." - LRH (KEEPING SCIENTOLOGY WORKING SERIES 1)

4. PRONOUNCING SCIENTOLOGISTS GUILTY OF THE PRACTICE OF
STANDARD SCIENTOLOGY.

Arte pleaded NOT GUILTY. The Committee finds him NOT GUILTY
due to the lack of evidence.

ADDITIONAL FINDINGS:

Misdemeanors:

1. IMPEDING JUSTICE

While recently at Flag and in an effort to get the Committee
of Evidence cancelled, Arte led the Flag Public MAA to believe
that he had hired a Class VIII, OT® VIII, to handle the tech
area. He had not actually hired this person and never did do so.
Based on this information, the Flag MAA relayed this false
report to the IJC in a telex requesting the Comm Ev be
cancelled.

CRIMES:

1. OBTAINING LOANS OR MONEY UNDER FALSE PRETENSES.

See Crime #6 above. Additionally, Arte admitted to using The
Advisory staff and materials without exchange to The Advisory
for his Corporate Advisory cycles.

2. IMPERSONATING AN EXECUTIVE STAFF MEMBER.

The American Heritage Dictionary defines impersonate as: "To
act the character or part of."

LRH defines an executive as, "An executive is in fact a
worker who can do all and any of the work in the area he
supervises and who can note and work rapidly to repair any
outnesses observed in the functioning of those actions in his
charge." - LRH (HCO PL 28 July 1971)

Arte promotes himself as "one of the country's leading
experts..." when in fact his lack of Admin training and The
Advisory's statistics do not corroborate this.

Arte admitted to being in the condition of Treason as the
CEO of The Advisory.

'It will be found, gruesomely enough, that a person who
accepts a post or position and then doesn't function as it will
inevifahly upset or destroy some portion of an org." - LRH (HCO
PL 20 April 1969 II HATS, NOT WEARING)

HIGH CRIME:

1. INTENTIONAL AND UNAUTHORIZED ALTERATION OF LRH
TECHNOLOGY, POLICY, ISSUES, OR CHECKSHEETS.

See HIGH CRIME #1 on page 2 above. Additionally, Arte
testified that a group of Advisory issues, that contained
squirrel LRH data and written by Arte were kept only in his
office and not available to The Advisory staff. Upon inspection,
it was found that many of these squirrel issues were located in
certain file cabinets. The issues in these cabinets were
available to all staff until the Committee discovered their
location and ordered them removed from the premises.

The Committee further found that squirrel issues written by
Arte currently exist in the files of his clients and no evidence
has been submitted that any attempts have been made to retrieve
these issues.

THE COMMITTEE'S PLEA FOR LENIENCY:

The Committee reviewed Arte's extensive history as a
Scientologist and a staff member and years of contribution to
the Church. The Committee found that Arte has made major
contributions to the expansion of the Church and Narconone
during his 26 years as a Scientologist.

These contributions exist throughout this 26-year history
and up to present time, though noted primarily during his tenure
as a Church staff member and in the area of PR and not
administration.

RECOMMENDATIONS

1. Arte is assigned a condition of TREASON towards WISE. He
is to be upgraded by the CO WISE WUS.

2. Arte is assigned a condition of TREASON towards The
Advisory. He is to be upgraded by the CO WISE WUS.

3. Arte must do 500 hours of amends, 100 hours to The
Advisory and 400 to WISE.

4. Arte's WISE license is hereby revoked.

a. Arte is to get The Advisory into the hands of a
qualified administrative terminal.

b. The Advisory category license is to be obtained within
30 days.

c. A WISE College Consultant is to qualify the applicant
before the granting of this license to The Advisory.

5. Arte is to receive Crashing MU handling and False Data
Stripping at the WISE College on the'areas of KSW and LRH admin
tech.

6. It is ordered that Arte not be allowed to hold an
executive position in any WISE company until;

a. Such time that he has proven, by statistic, that he is
fully handled on his misunderstoods on administration
and is, by certificate a Staff Status III and Exec
Status I.

b. Once point 6a is fully done Arte must petition the
WISE INT JUSTICE CHIEF to hold an executive post.

c. The CSW to the WISE INT JUSTICE CHIEF must include all
word clearing worksheets, course certificates and post
statistics.

7. Arte may not~be allowed to publicly speak unless all of
the corrective and training cycles recommended are done. At that
time in order to do so he must submit a CSW to the WISE INT
JUSTICE CHIEF that:

a. These recommendations have been fully carried out.

b. That he is now qualified to be an opinion leader.

c. That he has proven stats as per recommendation 6
above.

8. Arte is to get fully corrected in Qual on the copyright
and trademark policies by the WISE College. He is to apply
Non-Existence to the I/A lines and terminals.

9. Arte is to personally star-rate all The Advisory staff on
the key copyright and trademark issues after the above
correction is done. The specific issues shall be approved in
advance by CO WISE WUS.

10. Arte is to submit a CSW to the CO WISE WUS that will
result in the retrieval of all squirrel issues that Arte or The
Advisory are responsible for. The CSW is to include a Time
Nachine order and a compliance report.

11. Arte is to pay any monies owed to WISE immediately.

12. This Justice cycle is to be paid for within 2 weeks of
the Ethics Order.
